On Friday, July 31, 2026, the Dean of the Faculty of Law, Universitas Sumatera Utara (FH USU), Dr. Mahmul Siregar, S.H., M.H., attended the signing of a cooperation agreement between the Education and Training Agency (Badiklat) of the Indonesian Prosecutor’s Office and Universitas Sumatera Utara, held at the USU Campus in Medan. The Dean’s participation highlights the active role of the Faculty of Law USU in supporting the development of human resources within the Indonesian Prosecutor’s Office, particularly through higher legal education.

The event began with the signing of a Memorandum of Understanding (MoU) between the Education and Training Agency of the Indonesian Prosecutor’s Office and Universitas Sumatera Utara concerning the provision of education for employees of the Indonesian Prosecutor’s Office through the Doctoral Program in Law. The cooperation agreement was signed by the Head of the Education and Training Agency of the Indonesian Prosecutor’s Office, Dr. Harli Siregar, S.H., M.Hum., and the Rector of Universitas Sumatera Utara, Prof. Dr. Muryanto Amin, S.Sos., M.Si., who was represented on the occasion by Prof. Dr. Eng. Himsar Ambarita, S.T., M.T.
Following the signing of the MoU at the university level, the event continued with the signing of a Cooperation Agreement (PKS) between the Education and Training Agency of the Indonesian Prosecutor’s Office and the Faculty of Law USU. The signing was attended directly by the Dean of FH USU, Dr. Mahmul Siregar, S.H., M.H., who represented the Faculty in translating the strategic cooperation into more specific and operational academic programs within the Faculty of Law USU.

This cooperation represents a concrete step by the Education and Training Agency of the Indonesian Prosecutor’s Office, under the leadership of Harli Siregar, to enhance the academic capacity and professionalism of Prosecutor’s Office personnel. Through access to doctoral-level education, the initiative is expected to develop increasingly competent and adaptable legal professionals capable of addressing the growing complexity of law enforcement challenges.
The MoU and Cooperation Agreement serve as the foundation for various collaborative programs between the Education and Training Agency of the Indonesian Prosecutor’s Office and USU. The scope of cooperation includes education, research, development and innovation, community service, as well as other areas to be mutually agreed upon according to institutional needs and developments. For the Faculty of Law USU, the Dean’s direct participation in the signing of the Cooperation Agreement underscores the Faculty’s commitment to preparing and delivering a Doctoral Program in Law that is relevant to the human resource development needs of the Indonesian Prosecutor’s Office.
The Head of the Education and Training Agency of the Indonesian Prosecutor’s Office, Harli Siregar, emphasized that improving human resource quality is a long-term investment for the Indonesian Prosecutor’s Office. According to him, synergy with leading higher education institutions is essential for developing law enforcement personnel who possess not only technical competence but also academic capacity, integrity, and the ability to generate innovation.
Meanwhile, the Rector of Universitas Sumatera Utara, Prof. Dr. Muryanto Amin, S.Sos., M.Si., welcomed the establishment of the cooperation. He expressed USU’s readiness to support the development of Prosecutor’s Office employees’ competencies through quality education, collaborative research, and various other academic programs.
This collaboration is expected to become a sustainable partnership between the Education and Training Agency of the Indonesian Prosecutor’s Office and Universitas Sumatera Utara, with the Faculty of Law USU serving as one of the main implementing units at the study-program level. Through this partnership, the institutions aim to develop professional and ethical human resources within the Indonesian Prosecutor’s Office who can contribute to the transformation of the Prosecutor’s Office into a modern, world-class law enforcement institution.
