In an effort to build strategic synergy between academia and state-owned enterprise workers, the Faculty of Law of Universitas Sumatera Utara (FH USU) received a visit from the Regional Board (DPD) of the Workers Union of PT PLN (Persero) Distribution Main Unit (UID) North Sumatra. The activity, which took place in the Dean’s office at FH USU, was conducted in the form of an audience and friendly gathering marked by warm yet substantive discussions.

PUBLIC RELATIONS FH-USU: Tuesday (May 12, 2026), in an effort to build strategic synergy between academia and state-owned enterprise workers, the Faculty of Law of Universitas Sumatera Utara (FH USU) received a visit from the Regional Board (DPD) of the Workers Union of PT PLN (Persero) Distribution Main Unit (UID) North Sumatra. The activity, which took place in the Dean’s office at FH USU, was conducted in the form of an audience and a friendly gathering characterized by warm yet substantive discussions.

The delegation was led by the Chairman of DPD SP PLN UID North Sumatra, Romy M. Ginting, S.H., accompanied by several board members, including the Chairman of DPC SP PLN UP3 Medan, Angga N. Pulungan, the Head of the Advocacy Bureau, Andi Ade Putra Siregar, and the Head of the Health and Psychological Support Bureau, M. Taufik Panjaitan. Also present was the Legal Counsel of DPP SP PLN, Redyanto Sidi Jambak, S.H., M.H., M.K.M.

The delegation was received directly by the Dean of FH USU, Mahmul Siregar, S.H., M.Hum., accompanied by Vice Dean I Agusmidah, S.H., M.Hum., Vice Dean III Mohammad Ekaputra, S.H., M.Hum., Director of the Legal Consultation and Aid Institute (LKBH) FH USU Tommy Aditia Sinulingga, S.H., M.H., as well as FH USU lecturer Detania Sukarja, S.H., LL.M. The meeting specifically discussed the dynamics of PLN’s Electricity Supply Business Plan (RUPTL) 2025–2034, established through the Decree of the Minister of Energy and Mineral Resources Number 188.K/TL.03/MEM.L/2025. During the discussion, representatives of SP PLN conveyed various concerns considered detrimental to PLN, particularly regarding the dominance of private parties or Independent Power Producers (IPP) in the electricity generation sector.

The Chairman of DPD SP PLN UID North Sumatra, Romy M. Ginting, emphasized that his organization is currently advocating for fairness in PLN’s role within the RUPTL. “We are carrying out the mandate of the Chairman of DPP SP PLN to seek support from academics. In the RUPTL 2025–2034, the share of private electricity generation reaches 76 percent. PLN should also have equal opportunities. In addition, the take-or-pay scheme has the potential to burden PLN and the state, especially under conditions of oversupply,” he stated.

In line with this, Legal Counsel of DPP SP PLN, Redyanto Sidi Jambak, highlighted the importance of regulatory reform. He proposed that the scheme within the RUPTL be changed to a take-and-pay system, meaning payments would be based on the actual use of electrical energy. “There needs to be firm regulation so that the scheme used becomes fairer. Currently, the lawsuit process against the RUPTL 2025–2034 is still ongoing at the appeal level in the Jakarta State Administrative High Court. We hope for academic support from FH USU, including through an Amicus Curiae submission,” he explained.

Responding to this, the Dean of FH USU, Mahmul Siregar, expressed his commitment to academically support the strategic efforts undertaken by SP PLN. “We support the efforts carried out by SP PLN, including through the submission of Amicus Curiae. In addition, an in-depth study should be conducted, for example through a Focus Group Discussion (FGD), so that FH USU can provide academic recommendations to the government regarding RUPTL policies,” he stated.

The interactive discussion also featured a question-and-answer session between FH USU representatives and the SP PLN delegation, particularly regarding legal aspects and public policy in the national electricity sector. The event concluded with a group photo session and the presentation of souvenirs from the DPD SP PLN UID North Sumatra to the Dean of FH USU as a symbol of future cooperation and synergy.
