Public relation FH-USU: Monday (25/07/2022),The 6th session summer course program 2022 Law faculty USU invited the speaker Dr. Maria Kaban, SH.,M.Hum with the topic of “Alternative Dispute Resolution: Rakut Sitelu in Karo”. This program contained posing topics for discussion and answering questions in live Zoom meetings and hybrid. Eva Syafitri Nasution, SH.,MH, lecturer of law faculty, was the moderator for this summer course.
Dr. Maria Kaban, SH., M.Hum is a customary Law lecturer at the Law Faculty USU. She also conducted a lot of research in Karo, such as research on the position of marital property and dowry in Karo, alternative dispute resolution for inheritance land in Karo, and protection for customary land in Karo. In the presentation, Dr Maria Kaban explained the implementation of Rakut Sitelu and some issues related to Rakut Sitelu in Karo, such as dispute summary, dispute resolution method, dispute resolution outside the court system (nonlitigation), Runggun, Sangkep Geluh, Rakut Sitelu.
Dr. Maria Kaban showed interview result with tribal chief, Mr. M.U Sembiring. He said that Rakut Sitelu is still used for resolving dispute. Based on Dr Maria Kaban’s research,Rakut sitelu is always discussed as a traditional events both in conditions of sorrow or joy. First question is asked for rakut sitelu is complete. It meant that it has been present?" If it is seen that it has been present, it can be started with the process of Runggu, who will talk about everything in relation to the party that will be held. We called it runggu kitik-kitik. Whether there is a word Runggu, there is already a Rakut Sitelu, namely Kalimbubu, Sembuyak / Senina, and Anak Beru. As usual, if one of the rakut Sitelu elements was unavailable, Runggu cannot be performed and it would be postponed, that is what Maria Kaban said.
