The Komisi Pengawas Persaingan Usaha (KPPU) collaborated with the Faculty of Law, Universitas Sumatera Utara (FH USU) to organize a discussion and book review of the Business Competition Law (HPU) Textbook Third Edition. The event, which took place in Room 5 of the International Class at FH USU, aimed to strengthen the understanding of business competition law among academics while enriching educational literature on both the practice and theory of competition law in Indonesia.

The event, which took place in Room 5 of the International Class at FH USU, aimed to strengthen the understanding of business competition law among academics while enriching educational literature on both the practice and theory of competition law in Indonesia
The activity was part of KPPU’s efforts to encourage the internalization of fair business competition values as mandated in Law Number 5 of 1999 concerning the Prohibition of Monopolistic Practices and Unfair Business Competition. Through an academic approach, KPPU seeks to improve the quality of understanding of business competition law within universities.
The discussion featured KPPU Commissioner Gopprera Panggabean as the main speaker, who presented the implementation of business competition law in Indonesia. In addition, two academics from Universitas Sumatera Utara served as speakers: Wahyu Ario Pratomo, a lecturer at the Faculty of Economics and Business USU, who reviewed the economic perspective of competition law, and Robert, a lecturer at the Faculty of Law USU and one of the authors of the Business Competition Law Textbook, who discussed the legal perspective presented in the book. The session was moderated by the Head of KPPU Regional Office I, Ridho Pamungkas. The event was officially opened by the Dean of the Faculty of Law USU, Mahmul Siregar, followed by remarks from Professor of Law at FH USU, Ningrum Natasya Sirait.
In his presentation, Gopprera Panggabean explained that business competition law plays an important role in maintaining a healthy business climate, preventing monopolistic practices, and ensuring efficiency as well as public welfare. He also stated that this textbook represents an update from previous editions that have been widely used as teaching materials in various universities.
According to him, the book serves as a bridge between theory and practice by strengthening the integration of legal and economic analysis. This approach combines the normative legal framework with the dynamics of an ever-evolving market.
“In this context, the strategic role of universities and the academic community becomes extremely important, not only in the development of knowledge but also in preparing human resources who understand the principles of fair, healthy, and sustainable business competition,” said Gopprera Panggabean.
During the book review session, Wahyu Ario Pratomo highlighted the importance of an economic approach to understanding competition dynamics in the market, including the analysis of market structure and the behavior of business actors. Meanwhile, Robert explained the development of the business competition law framework in Indonesia and how the textbook enriches academic understanding of doctrines and practices in the enforcement of competition law.
Through the discussion titled “Examining the Implementation of Business Competition Law through the Third Edition of the Business Competition Law Textbook: Integration of Legal and Economic Analysis,” the Komisi Pengawas Persaingan Usaha hopes that the understanding of business competition law will continue to grow within academic circles. The academic community is expected to play a role in promoting the creation of a fair, healthy, and competitive business ecosystem in Indonesia.
