The Faculty of Law, Universitas Sumatera Utara, held a Scientific Oration with the theme "Law Number 11 of 2020 concerning Job Creation Post-Constitutional Court Decision" delivered by the Minister of Law and Human Rights, Prof. Yasonna Hamonangan Laoly, SH., M.Sc., Ph.D. at the commemoration of the 68th Anniversary of the Faculty of Law, Universitas Sumatera Utara. The event was held in a hybrid manner, namely offline while still enforcing health protocols and online via Zoom meetings and live streaming on the Official YouTube of the USU Faculty of Law.

 

Hasrul Benny Harahap, SH., M.Hum, as the Chairperson of the Committee on the sidelines of his committee report, said that January 12, 1954, was a very historic day for the USU Faculty of Law. Exactly 68 years ago, the USU Faculty of Law was officially established thanks to the role of several very meritorious figures who later gave birth to great figures who contributed to the development and progress of the Republic of Indonesia, one of whom was the Minister of Law and Human Rights. Prof. Yosanna Hamonangan Laoly, SH., M.Sc., Ph.D is a very influential figure who has contributed directly to the development of law and has an important role in resolving human rights issues that have occurred in the last 8 years.

 

The Chairperson of the 68th Anniversary Committee of the USU Faculty of Law, on behalf of the committee, expressed his gratitude for the assistance of various parties so that the series of anniversary activities could be carried out, both the role of the committee and partners who have helped, including the Ministry of Law and Human Rights of the Republic of Indonesia, PTPN III, PT. Bank Sumut, PT. Bank BNI, Medan City Government, Deli Serdang Regency Government, DPC PERADI Medan, PMI North Sumatra, Indonesian National Arbitration Board, Association of Indonesian Curators and Administrators, and the contribution of USU Faculty of Law Alumni.

Dean of the USU Faculty of Law, Dr. Mahmul Siregar, SH., M.Hum in his welcoming speech on behalf of the leadership and all the extended family of the USU Faculty of Law welcomed the USU Faculty of Law. He thanked the attendees for taking the time to fulfill the invitation for the 68th Anniversary of the USU Faculty of Law. Before delivering a report on the development and achievements obtained by the USU Faculty of Law, the Dean conveyed a brief history of the USU Faculty of Law. The USU Faculty of Law is the second oldest faculty in North Sumatra, established on January 12, 1954, under the auspices of the North Sumatra Foundation. Furthermore, on September 1, 1955, the Universitas Sumatera Utara Foundation officially handed over the USU Faculty of Law, previously called the Faculty of Law and Public Knowledge, to the Government of the Republic of Indonesia. Since that date, the USU Faculty of Law has changed to the State Faculty of Law through the Decree of the Minister of P.P&K Number: 34175/S dated March 29, 1957. Since the issuance of the Republic of Indonesia Government Regulation Number: 56 of 2003 concerning the Determination of the Universitas Sumatera Utara as a State-Owned Legal Entity on November 11, 2003, USU has been designated as a State-Owned Legal Entity University (PT BHMN), and the Faculty of Law is one of the implementing units of PT BHMN USU. Through Law Number: 12 of 2012 concerning Higher Education, the Universitas Sumatera Utara has changed to a State Legal Entity University (PTN-BH).

The Rector of the Universitas Sumatera Utara, Dr. Muryanto Amin, S.Sos., M.Si, in his speech, congratulated the 68th Anniversary of the Faculty of Law, Universitas Sumatera Utara. Many blessings have been received by the USU Faculty of Law, one of which is that at the age of 68, one of the alumni of the USU Faculty of Law is still a minister, for we should be grateful. We need to encourage Prof. Yosanna Hamonangan Laoly, SH., M.Sc., Ph.D as an alumni to be a "role model" for students and other alumni, said Rekor. The USU Rector said that the world of higher education (PT) has experienced quite an extraordinary transformation. The transformation of higher education today provides many challenges for all of us. In the past, universities were called teaching universities, meaning lecturers only taught. They changed to research universities, where universities were directed not only to teach but also to do research. Currently, PT is asked to innovate, namely in addition to teaching, lecturers and students must conduct research and must also have innovation. This innovation is emphasized in Indonesia, especially for PTN-BH, which is called a "socio-technopreneur university" which demands that we change the way and learning in class, where lecturer research and learning in class must be "inline" and invite students in groups so that students can be involved in lecturer research. Students know the developments in science that are directed toward innovation. That is what USU has changed, so USU uses the tagline "Transformation Towards Ultimate" there must be a mixing between theoretical perspectives and perspectives experienced by students continuously in each class meeting, said the Rector.

 

Minister of Law and Human Rights of the Republic of Indonesia, Prof. Yasonna Hamonangan Laoly, SH., M.Sc., Ph.D in his scientific oration entitled "Law Number 11 of 2020 concerning Job Creation after the Constitutional Court Decision" at the end of his oration said that based on the Constitutional Court Decision Number: 91 / PPU-XVIII / 2020, the Government and the Indonesian House of Representatives have stated that they will respect, comply with, and will implement the Constitutional Court Decision on the Job Creation Law as well as possible. Furthermore, the Government and the Indonesian House of Representatives will immediately follow up on the Constitutional Court's Decision on the Job Creation Law to prepare improvements to the Law and to implement the Constitutional Court's direction as well as possible, as referred to in the Constitutional Court Decision Number: 91 / PPU-XVIII / 2020 on the Job Creation Law. The government needs to immediately follow the Constitutional Court's decision to ensure legal certainty for implementing domestic and foreign investments committed to making investments after Job Creation Law Number 11 of 2020 is issued. This investment will certainly increase employment opportunities for the community, said Prof. Yasonna, who closed his speech. (laks/dmk/sug)
