Public Relations FH-USU: Saturday (September 27, 2025) — The Master's Program in Notary (MKn Program), Faculty of Law, Universitas Sumatera Utara (FH USU), successfully held a Training on Notary Office Administration at Room 201, MKn Program Building, FH USU. The event featured two distinguished speakers: Dr. Suprayitno, S.H., M.Kn., who presented “Office Administration Related to Legal Certainty for Authentic Deeds and Other Legal Acts,” and Dr. Henry Sinaga, S.H., M.Kn., who discussed “Notary Office Administration.” The event was officially opened by Dean of FH USU, Dr. Mahmul Siregar, S.H., M.Hum., and attended by Head of the MKn Program, Prof. Dr. Hasim Purba, S.H., M.Hum., and Chair of the Organizing Committee, Yulhamdi, S.H., M.Kn.
In his presentation, Dr. Suprayitno provided participants with a comprehensive overview of the process of becoming a notary through the MKn education pathway. He discussed the internship process at notary offices and joint internships (PERKUM INI No. 19/2019 in conjunction with No. 22/2021), the procedure for submitting appointment applications to the Minister (Articles 2 and 3 of the Notary Position Act in conjunction with Article 2 of the Minister of Law and Human Rights Regulation No. 22/2025), the process of taking the Oath/Pledge within two months after the Appointment Decree (Article 4 of the Notary Position Act in conjunction with Articles 12–13 of the Ministerial Regulation No. 22/2025), and the obligation to perform duties effectively (Article 7 of the Notary Position Act in conjunction with Article 15 of the same Regulation). He also elaborated on the procedure for submitting the minutes of the oath/pledge to the Minister, the Notary Association, and the Regional Supervisory Council (MPD), as well as reporting office addresses, signatures, initials, and red-ink notary seals to the relevant authorities, including the Minister, the Notary Association, the Chief Judge of the District Court, the MPD, and the local Regent/Mayor.
Meanwhile, Dr. Henry Sinaga provided participants with detailed technical insights into notary office administrative procedures. His session covered the Submission Letter for Oath Minutes, Office Address Notification Letter, Signature, Initial, and Seal Samples, Authorization Phrases for Signatures, Phrases for Document Registration and Filing, Photocopy Certification Statements, Monthly Will Reports, Cover Letters for Monthly Will Reports, and Deed Register Books.
This training aimed to enhance students’ understanding of administrative standards in notary offices and equip them with practical knowledge to ensure compliance with legal and ethical obligations in the notarial profession.
