FH USU Public Relations, in preparation for Summer Course 2026, the Faculty of Law conducted field visits as part of on-site inspections to ensure readiness for the successful implementation of Summer Course 2026. The activities were carried out from September 10 to September 12, 2026.
Summer Course is an intensive course or learning program that is usually held during the summer holiday and generally lasts for several days. This year's theme is “Law and Disaster,” which focuses on disaster law and the development of disaster-responsive human resources.
Disasters are among the global challenges that not only affect social, economic, environmental, and public health aspects, but also present complex legal issues. Increasing disaster risks due to climate change, urbanization, and community vulnerability require a comprehensive legal approach through strengthened regulations, institutions, governance, and protection of the rights of affected communities.
Through the theme “Law and Disaster,” Summer Course 2026 of the Faculty of Law, Universitas Sumatera Utara, serves as an academic forum to discuss the role of law in developing effective, equitable, and sustainable disaster management systems. The program encourages an understanding of how law can function as an instrument for risk mitigation, prevention, preparedness, emergency response, and post-disaster recovery.
This activity is aligned with SDGs 16, 13, 11, 17, and 3. SDG 16 on Peace, Justice, and Strong Institutions is the primary focus, reflecting the importance of strengthening legal systems and institutions in addressing disasters. From the perspective of disaster law, effective regulations, transparent governance, inter-institutional coordination, and guaranteed access to justice for disaster-affected communities are essential. SDG 13 focuses on Climate Action, recognizing climate change as one of the factors increasing the frequency and intensity of various disasters, such as floods, droughts, forest fires, and other hydrometeorological disasters. Therefore, a legal approach is necessary to support climate change mitigation and adaptation policies and strengthen community resilience to disaster risks. SDG 11 on Sustainable Cities and Communities is also relevant, as developing disaster-resilient communities and regions requires spatial planning, safe infrastructure development, and public policies oriented toward disaster risk reduction. Through a legal approach, cities and communities can be developed to become safer, more inclusive, and sustainable.
Furthermore, the activity is also related to SDG 4 on Quality Education. Summer Course 2026 “Law and Disaster” supports SDG 4 through the provision of quality, inclusive legal education oriented toward global issues. The program serves as an academic platform for students, lecturers, and practitioners to broaden their understanding of disaster law, disaster risk management, protection of the rights of affected communities, and the development of legal policies responsive to environmental and social challenges. Through the exchange of knowledge and experiences across countries, the program contributes to developing a generation of academics and legal professionals with competencies in addressing disaster-related issues sustainably.
SDG 17 on Partnerships for the Goals supports the need for strong multi-stakeholder cooperation among universities, governments, international institutions, community organizations, and relevant sectors in disaster management. Summer Course 2026 “Law and Disaster” supports SDG 17 through the development of academic networks and international collaboration in exchanging ideas, research, and best practices concerning disaster law. These partnerships represent a strategic step toward strengthening institutional capacity and creating joint solutions to address disaster risks at the local, national, and global levels.
As part of the initial preparation for the activity, the Faculty of Law, in this case the Master’s Program in Law, Universitas Sumatera Utara, conducted the visit. The visit was led by the Head of the Master’s Program in Law, Faculty of Law, Universitas Sumatera Utara, Dr. Mahmud Mulyadi, S.H., M.Hum., accompanied by the Secretary of the Master’s Program in Law, Faculty of Law, Universitas Sumatera Utara, Dr. Rosmalinda, S.H., LL.M., CIM, Nabila Afifah Salwa, S.H., M.H., Mohammad Effan Djodie, S.H., M.H., Fahrizal S. Siagian, S.H., M.H., C.L.A., and Liza Hafidzah Yusuf Rangkuti, S.H., M.H.
The team's first activity was a visit to Langsa City, Aceh Province, specifically to the Faculty of Law, Universitas Samudra, on September 10, 2026. The team was warmly welcomed by the leadership of FH UNSAM, including the Dean of FH UNSAM, Dr. Liza Agnesta Krisna, S.H., M.H., who was represented by the Vice Deans, and the Head of the Master’s Program in Law (MIH), Faculty of Law, Universitas Samudra, Dr. M. Iqbal Asnawi, S.H., M.H., along with the faculty members.
During the visit, FH UNSAM and MIH USU emphasized their readiness to facilitate the Summer Course in Langsa City. On this occasion, both parties agreed to support the successful implementation of the international-scale Summer Course 2026 FH USU. In addition, FH UNSAM will prepare a speaker who will present key points on the “Experience of the Flood Disaster that Occurred in Late 2025 and Emergency Response to Natural Disasters” to the Summer Course 2026 student participants from various countries. This is in accordance with the theme of Summer Course 2026 FH USU, which focuses on efforts to build human resource preparedness and responsiveness in dealing with natural disasters. The two parties also discussed technical matters to support the successful implementation of Summer Course 2026 FH USU. To strengthen synergy and connectivity, FH USU also supports FH UNSAM in establishing a Memorandum of Understanding and Memorandum of Agreement with UiTM Penang. This is based on efforts to strengthen synergy and improve the quality of human resources.
On the same day, Friday, September 11, 2026, the FH USU team visited STAI Aceh Tamiang as a partner in supporting the successful implementation of the program. The team was also warmly welcomed by the Head of STAI Aceh Tamiang, Dr. Drs. Muzakkir Samidan Prang, S.H., M.H., M.Pd., along with the leadership and teaching staff of STAI Aceh Tamiang.
During the meeting, STAI Aceh Tamiang expressed its highest appreciation to FH USU and its readiness to assist and support the successful implementation of Summer Course 2026 FH USU. STAI Aceh Tamiang was among the institutions affected by the flood at the end of 2025. Therefore, STAI Aceh Tamiang will prepare a speaker who will explain the situation during the 2025 flood. This is highly relevant to the theme of Summer Course 2026 FH USU and is expected to provide education, sharing of experiences, and knowledge to the Summer Course 2026 FH USU participants from various countries. During the visit to STAI Aceh Tamiang, the FH USU team also expressed its support for STAI Aceh Tamiang in establishing connectivity with foreign universities through the Summer Course, in this case by developing a Memorandum of Understanding and Memorandum of Agreement with IIUM Kuala Lumpur. On this occasion, both parties also discussed technical matters to support the successful implementation of Summer Course 2026 FH USU.
After visiting Langsa City and Aceh Tamiang, the team visited Mess Pora-pora Tengku Rizal Nurdin, located in Parapat, Simalungun Regency, North Sumatra Province. During this visit, the team sought to ensure the readiness of the location to support the successful implementation of Summer Course 2026 FH USU. Thus far, Mess Pora-pora and several other locations have been deemed ready to support the successful implementation of Summer Course 2026.
Summer Course 2026 “Law and Disaster” is expected to strengthen academic collaboration among students, academics, legal practitioners, government, and other stakeholders in developing ideas and legal solutions to global-scale disaster challenges. This activity represents a tangible contribution by the Faculty of Law, Universitas Sumatera Utara, to sustainable development through strengthening law, justice, and community resilience to disasters.
