Hukumas-FHUSU (September 15, 2026) The Faculty of Law, Universitas Sumatera Utara (FH USU), contributed as a speaker in the Citizenship and Naturalization Services Socialization organized by the Regional Office of the Ministry of Law of North Sumatra on Tuesday, September 15, 2026, at the 5th Floor Hall of the Regional Office of the Ministry of Law of North Sumatra.

In the activity, Dr. Idha Aprilyana Sembiring, S.H., M.Hum., represented the Faculty of Law, Universitas Sumatera Utara, as a speaker in the panel discussion session with the topic “Protection of the Rights and Legal Certainty of Children Born from Mixed Marriages from the Perspective of Citizenship Law.” The topic was included in the series of socialization activities discussing citizenship and naturalization services.

In her presentation, Dr. Idha Aprilyana Sembiring, S.H., M.Hum., discussed the legal aspects of the citizenship of children born from mixed marriages based on Law Number 12 of 2006 concerning Citizenship of the Republic of Indonesia. The discussion covered provisions regarding children's citizenship status, limited dual citizenship, and the obligation to choose a citizenship after reaching the specified age.

In addition to citizenship status, the material also emphasized the importance of protecting the rights of children born from mixed marriages. Children have the right to identity and citizenship, care and education, health, protection from discrimination, relationships with both parents, and the right to grow and develop.

Practical issues were also an important part of the discussion, including incomplete citizenship documents, improper registration of marriages and births, possession of two citizenships or passports, parental divorce, differences in countries of residence, and the obligation to choose a citizenship.

Dr. Idha Aprilyana Sembiring, S.H., M.Hum., emphasized that legal certainty is not only related to certainty regarding citizenship status but also to ensuring that children's rights remain protected at every stage of their lives. Such protection can be carried out through preventive, protective, and corrective approaches.

This socialization activity involved various stakeholders, including the Directorate General of General Legal Administration, the Office of Community and Village Empowerment, Population and Civil Registration of North Sumatra Province, the Medan Class I Special Immigration Office with TPI, and the Faculty of Law, Universitas Sumatera Utara.

The involvement of FH USU through Dr. Idha Aprilyana Sembiring, S.H., M.Hum., represented an academic contribution to strengthening the understanding of the public and stakeholders regarding citizenship law while encouraging the realization of legal certainty and protection of the rights of children born from mixed marriages.
