FH USU Public Relations: September 19, 2026 — The Faculty of Law, Universitas Sumatera Utara, through the Master's Program in Notarial Law (MKN), organized training to enhance core notarial competencies for students and lecturers. The activity was officially opened by the Dean of FH USU, Dr. Mahmud Siregar, S.H., M.Hum., who also delivered remarks and strategic directions for the future development of the study program.

The event was also attended by the Head of the Master's Program in Notarial Law of FH USU, Dr. Idha Aprilyana Sembiring, S.H., M.Hum., the Secretary of the Master's Program in Notarial Law of FH USU, Dr. Jelly Leviza, S.H., M.Hum., and the Chairperson of the Organizing Committee, Dr. Henry Sinaga, S.H., Sp.N., M.Kn., as well as several lecturers and notaries, including Ahmad Juryadi, Agustining, Dr. Henry, Dr. Tony, Rudi Fosan, Dodi Sapnul, Seprayno, Yul Hamdi, Agus Armaini, and Nova.

In his remarks, the Dean of FH USU expressed his appreciation to the MKN Study Program and all lecturers who initiated and organized the activity. He emphasized that training of this kind has strategic value because it covers various core competencies of the notarial profession that are essential for students.

“Ideally, if activities like this are to be certified, they should meet a minimum of 40 learning hours (JP). If this number has not been reached, the issuance of certification will be difficult to carry out ideally,” said the Dean of FH USU.

He also proposed that in the future, the activity be designed as a continuous program, for example, conducted in stages on Saturdays over several weeks, so that the total learning hours can meet certification standards and provide a more significant impact, while also being included in the official agenda and Activity and Budget Plan (RKA) of the study program.

In Line with the University's Learning Innovation Priorities

The Dean of FH USU also related this activity to one of the university's priority programs, namely learning innovation, in line with the government's policy direction in higher education. He emphasized that lecture-based learning methods alone cannot yet be categorized as learning innovation, and therefore their proportion needs to be minimized.

Several innovative ideas were also proposed to enrich future training methods, including:

  • Mini notary office simulation, utilizing the available laboratory to practice the process of preparing deeds from beginning to end;
  • Flipped classroom and interactive e-modules, so that each training session has a learning module covering all core competency outcomes;
  • Learning videos, which can be accessed by students continuously even after the training has ended, as a form of learning legacy for the study program;
  • Gamification (notary escape room), in the form of interactive games to sharpen participants' analytical skills, for example, by identifying and correcting errors in deeds;
  • Role-play for inclusive notarial services, to train students to provide services to persons with disabilities, in accordance with the position of a notary as a public official who must serve all citizens;
  • QR code-based digital filing system, as an alternative for a safer deed archiving system compared with conventional systems, in line with the opportunities provided under the Law on the Position of Notaries.

The Dean of FH USU stated that these innovations are expected to support the fulfillment of course learning outcomes, including the fulfillment of Semester Credit Units (SKS), as well as establish the core notarial competency training program as a leading and sustainable agenda for the Master's Program in Notarial Law of FH USU.

At the end of his remarks, Dr. Mahmud Siregar, S.H., M.Hum., also delivered a rhyme as a gesture of warmth and familiarity to the invited guests before officially declaring the training open.
