Public Relations FH-USU: Wednesday (31/07/2024), the Doctoral Study Program in Law at the Faculty of Law, University of North Sumatra (Prodi S3 Law Science FH USU) held an expert lecture by presenting Prof. Dr. Todung Mulya Lubis, S.H., LL.M, on the topic ‘Welfare State in Historical and Constitutional Perspective’. The activity took place in the Faculty Advisory Council (DPF) room of FH USU and took place in a hybrid manner guided by a Lecturer in Constitutional Law at FH USU, Dr. Afnila, SH, M.Hum. Also present in this activity were the Dean of FH USU, Dr. Mahmul Siregar, SH, M.Hum and the Chairperson of the S3 Law Study Programme of FH USU, Prof. Dr. Ningrum Natasya Sirait, S.H.M.Li. The participants of the expert lecture consisted of lecturers, alumni, and students of S1, S2, and S3 of Law Science FH USU.
The Dean of FH USU in his speech expressed his gratitude to Prof. Todung Mulya Lubis who in the midst of his extraordinary busyness still took the time to be present at FH USU to share knowledge, experience, and thoughts about the welfare state from a historical and constitutional perspective. The Dean said ‘the discussion related to the welfare state is not only discussed in lectures but also in the implementation of the state and government, this discussion is very important not only in our country but also other countries, these things we will discuss the understanding of various countries in comparative studies, so that we can sit our understanding of the welfare state’ said the dean.
Prof. Todung Mulya Lubis in the opening of his expert lecture said ‘it is not easy to explain the welfare state in a very short time in a lecture like this, because this material is actually a one-semester course that I teach at the Faculty of Social Sciences, Gajah Mada University’. Furthermore, Prof Todung explained that currently he and Gajah Mada University are building a Welfare State Community motivated by Article 33 of the 1945 Constitution, which should make Indonesia a welfare state because in that chapter Indonesia is called a social welfare state, not just a welfare state.
In the next presentation Prof Todung Mulya also explained some countries with welfare state benefits such as Germany, Russia, and China. The lecture lasted until the discussion session. At the end of his lecture, Prof. Todung Mulya Lubis delivered an important quote that no economy can be left to the market economy without state intervention, because when left unchecked the state's power will be eroded and the people's economic interests will be neglected. Prof Todung said ‘Market Economy Just for the Sake of Market Economy is Politically Wrong’.
