Land cases, especially in Samosir Regency, receive special attention from various parties. Not only by the community but also by institutions or stakeholders, preventing land cases has become a priority to reduce the number of land cases, especially in Samosir Regency, with the hope of realizing the goal of land registration itself, namely ensuring legal certainty for land rights holders.

In response, the Samosir Regency Land Office held a Socialization of Land Case Prevention event at the JTS Hotel Parbaba, Samosir Regency. This socialization activity was attended by the Samosir Regency Government, the Commander of the Infantry Koramil 03/Pangururan, the Sub-district Head, the Village Head, and the PPAT of the Samosir Regency work area as participants attended the event.

This event was opened directly by the Head of the Samosir Regency Land Office, Khoirun Nisak, S.H. M.H., who, in his opening,g gave direction regarding the importance of this socialization activity being carried out mainly in Samosir Regency, considering the increasing volume of land cases in the last few years in Samosir Regency caused by the increasingly massive development and construction in Samosir Regency itself and Samosir Regency becoming a National Strategic Tourism Area. Furthermore, in his direction he explained that the typology of land cases that are often faced in Samosir Regency is about land ownership that has not been divided into inheritances but has been certified, this is the most common case encountered.

Present directly as the First resource person in the activity AKBP Josua Tampubolon, S.H., M.H. as the Samosir Regency Police Chief who presented material on "Real actions of the Police in preventing land cases" who in his presentation stated his commitment and readiness to improve communication and coordination with the Samosir Regency Land Office and other Ministries/Institutions and Agencies to follow up on the findings in the form of root problems in this Prevention Socialization in the context of efforts to Prevent and Resolve Land Cases.

Muhammad Akbar Sirait, S.H., the Head of the Special Crimes Section of the Samosir District Attorney's Office, delivered the second presentation. In his material, Sirait provided strategies for preventing and handling land crimes, namely Pre-Emptive efforts, Preventive efforts, and repressive actions.

The resource person in the third session of this activity was a Professor of Customary Law, Faculty of Law, Universitas Sumatera Utara, Prof. Dr. Rosnidar Sembiring, S.H., M.Hum who presented material on "Customary Land Law". He further explained that there needs to be a Regional Regulation on customary law communities and customary rights (whatever the term Golat, etc.) in Samosir Regency to align the perception of who is meant by Raja Bius, Raja Parhata, Tunggane ni Huta, or another term Sipuka Huta. Customary law is indeed one of its characteristics that is "unwritten." However, for the sake of legal certainty and the demands of Government Regulation No. 18 of 2021, for land certificates, they must have a written basis for rights. Apart from the dispute cross letter from the village head, a statement letter from the local traditional leader (a descendant of Sipuka Huta), who knows more about traditional land, is also included.
