The Faculty of Law of USU held an open doctoral promotion examination for Robert Hoffman SH, MH. with dissertation research entitled The Authority of Subdistricts Located in State Border Areas in Managing Border Areas (Study in Central and Upper Ketungau Subdistricts, Sintang Regency, West Kalimantan Province) in the Faculty Advisory Council (DPF) room of the Faculty of Law of USU. In this doctoral promotion, the promoter is Prof. Dr. Budiman Ginting, S.H., M.Hum. and co-promoters are Prof. Dr. H. Kamarullah, S.H., M.Hum. and Dr. Mirza Nasution, S.H., M.Hum. The examination team consisted of Prof. Dr. Muhammad Yamin, S.H., M.S., C.N., Prof. Dr. Sutiarnoto, S.H., M.Hum. and Dr. Faisal Akbar Nasution, S.H., M.Hum. The open doctoral promotion examination was opened by the USU Rector, represented by Vice Rector IV, Prof. Dr. Drs. Opim Salim Sitompul, M.Sc. also present were the Dean of the USU Faculty of Law, Dr. Mahmul Siregar, S.H., M.Hum and the Chairperson of the USU Faculty of Law Doctoral Study Program, Prof. Dr. Ningrum Natasya Sirait, S.H.M.Li.

Robert Hoffman explained that the results of his research show that sub-districts located in border areas have different characteristics from non-border sub-districts where their existence is very important for national defense and security, supervision in the fields of immigration, customs, and quarantine, improving community welfare, protecting the culture of the Indonesian. They require attributive and delegated authority to realize legal certainty, to quickly take legal action, to be able to control the inhabitants, and to realize good government. In the results of his research, Robert Hoffman suggested that the regulation of border areas contained in UU No.43/2008 concerning State Territory, UU No.23/2014 concerning Regional Government, and PP No.17/2018 concerning Sub-districts needs to be improved by clearly and firmly regarding the authority of sub-districts located in state border areas.

Robert Hoffman SH, MH., a Lecturer at the Faculty of Law, Universitas Kapuas Sintang, successfully defended his dissertation research and passed with high satisfaction.
