On Friday (January 2, 2026), the Undergraduate Program in Law, Faculty of Law, Universitas Sumatera Utara (FH USU), organized a Workshop on the Development of Modules and Teaching Materials Based on Outcome-Based Education (OBE). The activity took place from 08.30 to 13.00 WIB in the Faculty Advisory Council Room of FH USU and could also be attended online via Zoom.

The workshop aimed to improve the quality of learning through the implementation of an OBE-based curriculum. Lecturers of FH USU were invited to attend and participate, either in person at the venue or online.

The activity began with remarks by the Head of the Undergraduate Program in Law, FH USU, Dr. Affila, S.H., M.Hum. The workshop was moderated by Lesly Saviera, S.H., M.H., a lecturer at FH USU.

The speaker was the Manager of the Directorate of Educational Development USU, Ir. Galih Ari Wirawan Siregar, S.Pt., M.Si., IPM., CIT. In his presentation, he discussed the development of OBE-based modules and teaching materials, beginning with the basic principle that design starts with the intended final outcomes. Materials, methods, and assessments are designed to reinforce one another in achieving the competencies expected of graduates.

Participants were introduced to the process of deriving learning outcomes, starting from Graduate Learning Outcomes (CPL), Course Learning Outcomes (CPMK), Sub-CPMK, and continuing to modules and teaching materials. The speaker also explained the recommended components of a module, namely module identity, learning outcomes, material description, learning activities, exercises and assignments, assessment and rubrics, summary and reflection, and references. The development of measurable Sub-CPMK using operational verbs was also part of the material, including the Continuous Quality Improvement cycle based on feedback from students and peers.

In addition, the development of printed teaching materials was discussed, starting from the differences between textbooks and teaching materials, methods of preparation (writing independently, repackaging information, and compiling materials), to levels of teaching materials such as course handouts and textbooks. Participants also gained an overview of the development of open online classes (Massive Open Online Courses/MOOCs) and their learning design principles. The Directorate of Educational Development USU also provided links to templates for the Semester Learning Plan (RPS) and Teaching Session Plan (SAP) as references for lecturers.

Through this workshop, FH USU hopes that lecturers will be able to develop modules and teaching materials that are aligned with learning outcomes, so that the teaching and learning process in the Undergraduate Program in Law becomes more structured and of higher quality.
